Special Topic—About SVAC

SVAC (security Video and Audio Coding) is a domestic technology standard for security video in China. The standard was initiated and co-developed by Vimicro Corporation and the First Research Institute of the Ministry of Public Security in cooperation with more than 40 other research organizations and security industrial partners in China. The project was carried out under the leadership of the Ministry of Public Security, the Ministry of Industry and Information Technology, and the Standardization Administration of China. Financial support was provided by the Ministry of Science and Technology, the National Development and Reform Commission and other relevant government agencies. This standard was specifically developed to meet the needs of the security industry, who have specific technical requirements that are not served by existing video standards such as MPEG or H.264, which were originally developed for broadcast video. The SVAC standard is available to all suppliers participating in the Chinese security industry.

SVAC’s advantages and benefits include: high quality and a high compression rate, as well as security-specific functions such as region of interest, scalable video coding, frame level encryption, global timing, frame headers for security information and notification, among others.

Important SVAC dates:

December 31, 2010—SVAC standard officially approved by the Standardization Administration of China (SAC);

May 1, 2011—The SVAC standard was implemented in China

August 2011—The SVAC Alliance, comprised of 50 initial members, was founded in Beijing and Chaired by Director Li Jian of the Ministry of Public Security

May 2012—Vimicro Chairman and CEO Dr. John Deng held a two hour-long tutorial lecture on the SVAC national standard at the headquarters of the Ministry of Public Security, which was broadcast to over one million police officers across China. At the lecture, Minister Meng Jianzhu met with Dr. Deng and publicly acknowledged SVAC

July 2013—Leading domestic vendors of security equipment Hikvision and Dahua join the SVAC Alliance.

July 2013?Leading domestic vendors of security equipment Hikvision and Dahua join the SVAC Alliance.

October 2014?Granted by the Ministry of Public Security, Guangdong become the pilot province, and start to implement SVAC national standard.

March 2015--Vimicro announce new generation SVAC IP Camera chip (VC0718) start mass shipping.
